Joint Declaration for a Bold FP10: Europe’s Competitiveness Depends on Stronger Investment in Research and Innovation

Together with 85 European associations, we call for a bold and ambitious Tenth EU Framework Programme for Research and Innovation (FP10) that puts research, development and innovation (RD&I) at the heart of Europe’s future.

Europe’s competitiveness depends on sustained investment in RD&I. A stronger FP10 must:

• Significantly increase investment in research and innovation.
• Strengthen collaborative, industry-driven innovation through a reinforced Pillar II.
• Support the full innovation journey – from fundamental research to market deployment – while ensuring strong synergies with the European Competitiveness Fund.

The decisions taken on the next EU long-term budget (2028–2034) will shape Europe’s ability to compete globally, drive the green and digital transitions, and secure long-term prosperity.
